* OVERVIEW: As a result of the attack on 9-11-2001, we observe a new interest by hams to be radio-ready should there be a national or local communications emergency. HamsEF is not an organization, rather a touch point for information.

1.) RACES Wartime Communications Frequencies: The frequency bands listed below are available to stations transmitting communications in RACES on a shared basis with the amateur service. In the event of an emergency that necessitates the invoking of the President's War Emergency powers under the provision of Section 706 of the Communications Act of 1934, as amended, only RACES stations and amateur stations participating in RACES may transmit on the following frequencies:

KHz : 1800-1825 1975-2000 3500-3550 3930-3980 3984-4000 7079-7125 7245-7255 10100-10150 14047-14053 14220-14230 14331-14350 21047-21053 21228-21267

MHz : 28.55-28.75 29.237-29.273 29.45-29.6 50.35-50.75 52-54 144.50-145.71 146-148 2390-2450

In addition, 1.25 cm (220.0-225.0), 70 cm (420.0- 450.0), and 23 cm (1240-1300 MHz) are available. Frequencies at 3.997.0 MHz and 53.30 MHz are used in emergency areas to make initial contact with a military unit and for communications with military stations on matters requiring coordination. 1.) The following are the best links we can find to date for state ARES websites. Where ideal sites for whole states are unavailable, we give the best link we can find, and that may be a county or section in that state. In the case of California, a state government site is the link. Suggestions for better links are encouraged. Additionally, because of the risk of homeland terrorist attacks, we feel that should a crisis arise, dormant hams will self-activate, and search for nets and ARES sites. If you are a webmaster of a site, we encourage you to have your site updated so curious hams can find you. If your ARES group does not have a site, perhaps create one, and let us know of it's URL.
